Course certificates can't be fully customised, but you can add custom text that appears alongside the standard content. For an overview of all the ways you can adjust certificates, see What are the certificate settings?
Step-by-step instructions
Go to Settings.
In the COURSES section, click Course settings.
In the list of courses, click the title of the course whose certificate you want to modify.
In the CUSTOM CONTENT section add the additional certificate text in the field provided.
Click Save changes.
The text you specify is displayed on all new certificates generated for this course.
